Property owners play a major role in the HCV Program by supplying decent, safe and sanitary housing for participating families. The term “owner” refers to any person or entity with the legal right to lease or sublease a unit to a participant in the HCV program. The term “owner” includes a principal or other interested party such as a designated agent of the owner.

Owners have numerous responsibilities under the program, including screening and leasing to families, maintaining the dwelling unit, enforcing the lease and complying with various contractual obligations.

  • Rent Increase Request Form: Landlords are entitled to initiate a rent increase for any unit once annually. Should a landlord wish to initiate a rent increase, please complete the Rent Increase Request Form and return to WHA via mail, dropbox or email. Rent Increase Requests must be submitted to WHA 90 days prior to the requested effective date.
  • New Landlord Packet: Are you a property owner interested in participating in the Housing Choice Voucher Program? Please download the New Landlord Packet and contact WHA at (401) 245-7019 or via email.
  • Change in Property Owner Packet: Have you recently purchased a property that is contains units subsidized by WHA? Please download and complete the Change in Property Owner Packet. Upon completion, please contact WHA at (401) 245-7019 or via email.
  • Lead Information: The Lead Hazard Mitigation Law requires that most owners of rental properties built before 1978 procure a Certificate of Conformance to comply with the State of Rhode Island General Laws.
